Current District Projects
Granular Activated Carbon (GAC) Project
The District is currently designing and planning to add GAC (Granular Activated Carbon) to the water treatment process. GAC is a very reliable solution for a variety of water treatment challenges. The use of GAC provides water utilities with an efficient and cost-effective means to minimize the formation of disinfection byproducts (DBPs) while also removing other organic contaminants that can be found in groundwater. This project will help to ensure our district is providing safe drinking water to our customers and meeting the Ohio EPA standards (MCL) for disinfectant bi-products total trihalomethanes (TTHM) and five haloacetic acids (HAA5). The intended start date of the project is October 2024. Verdantas LLC is the engineering firm, and Kirk Brothers Co., Inc. is the general contractor.
Morgan County Waterline Expansion Project
The District is planning an expansion project to address an area in Morgan County with contaminated and inadequate water supplies. The project will include approximately 120,000 feet of 8" through 2" waterlines, including hydrants, valves, water services, and other appurtenances. Verdantas LLC is the engineering firm, and Larry Lang Excavating is the general contractor.
The main waterline is approaching 100% complete. We have begun installing taps for residences. Once the water is available, we will begin contacting our customers. A schedule will be provided here once available (see below). You should have received a letter indicating that your tap/meter location will be marked soon with a stake and blue ribbon. As indicated, you may install your service line to this location if desired.

Frequently Asked Questions (FAQ)
1. WHAT DOES THIS PROJECT INVOLVE?
Installation of water main and services along portions of State Route 78, Drake Road, Nichols Road, Buck Run Road, Finley Road, Mollohan Road, Brandeberry Road, Pleasant Valley Road, Best Road, and McClure Lane. Others may be added throughout the project.
2. HOW IS THE PROJECT FUNDED?
Ohio BUILDS Grant (HB 168)
Appalachian Regional Commission (ARC) Grant
Ohio EPA WSRLA Loan / District Funds
3. WHAT IS THE STATUS AND SCHEDULE OF THE PROJECT?
The main waterline is approximately 95% complete.
We are working on taps/meters installations
4. HOW MUCH ARE TAP FEES?
Tap fees are waived by BORWD if the user’s agreement is signed before project construction starts.
After the start of project construction, the tap fees are $1,750.00, plus any potential road crossing fees.
5. HOW MUCH IS THE MONTHLY BILL?
The current rate is projected to be $32.00 for 0-550 gallons; $47.00 for 551-2,000 gallons; $11.10 for each additional 1,000 gallons.
6. HOW DO I GET A WATER TAP AT MY PROPERTY?
Stop at the Burr Oak Regional Water District Office at 9860 Monserat Ridge Rd to complete an application; M-F 8:00 am – 3:00 pm; or contact the office by phone (740-767-2558) or email (info@burroakwater.org).
7. WILL I BE REQUIRED TO SIGN AN EASEMENT?
A user’s agreement and easement will need to be signed for BORWD to install the tap and meter pit on your property.
An additional easement may be requested for water main installation.
8. WHERE WILL MY METER BE INSTALLED?
The meter pit will be installed approximately at the road right-of-way limit. Meter pits are installed flush with the ground surface and have a diameter of approximately 20 inches.
9. WHO WILL RESTORE MY PROPERTY AFTER CONSTRUCTION?
The installing contractor will restore (grade, seed, and mulch) to pre-construction condition all areas disturbed by installation of the water main and service tap/meter pit. The contractor will be required to warranty such work for a period of 1 year after completion of the project.
10. WILL I NEED TO INSTALL A WATER SERVICE LINE TO MY HOUSE?
Yes. Each property owner with a water tap is responsible for installing the service line from the meter pit to the house.
11. WILL I NEED TO ABANDON MY PRIVATE WELL?
Yes. Private wells cannot be connected with public water in any way. BORWD will perform an inspection prior to connecting public water to verify that no illegal well connections exist.
12. WHAT SIZE AND TYPE OF SERVICE LINE WILL I NEED?
3/4" CTS (250 psi) Polyethylene Tubing is usually sufficient. A larger diameter may be necessary if the service line length is excessive.
An isolation valve should be installed between the meter pit and your house. This will enable you to shut off the water in the event of a leak. We do not allow customers to enter the water pits.
13. HOW MUCH WATER PRESSURE WILL I HAVE AT MY HOUSE?
It depends on the location of your property, but for this project, the range is between 35 psi and 100 psi or higher. It is recommended that a customer-supplied pressure-reducing valve (PRV) be installed as part of the house plumbing where pressures exceed 80 psi.
14. WHAT IF I HAVE TWO RESIDENCES ON ONE PROPERTY? CAN I USE ONE TAP TO SERVE BOTH?
No, each residence will need its own tap and will be billed separately.
15. WHAT IF I RENT MY HOUSE, CAN I SIGN UP FOR A TAP/WATER SERVICE?
The property owner must sign the tap/service agreement. All services stay in the property owner's name, as they are responsible for the service. We can send an invoice to you as the renter; however, the property owner is responsible for the account.
18. IF I GET A TAP INSTALLED AND DON’T USE IT, DO I STILL PAY A MONTHLY BILL?
Yes, you would still pay the minimum monthly bill of $32.00.
